浙江省挥发性有机物深化治理与减排工作 Volatile organic compounds the governance and emission reduction work

   到2018年,继续深化石化、包装印刷、化工等行业的重点工程污染治理工作,开展石化、连续密闭化生产的化工以及其他适用行业全面推行泄漏检测与修复(LDAR)技术,完成重点企业的VOCs深化治理,全省重点工程VOCs减排12万吨以上。

到2020年,建立以改善环境空气质量为核心的VOCs污染防治管理体系,实施重点工业行业排污许可制,全省VOCs排放总量比2015年下降20%以上,重点工程VOCs减排25.5万吨以上。通过与NOx等污染物的协同控制,O3污染加重趋势得到遏制,PM2.5污染状况持续改善。

      以大气环境质量改善为核心,实施VOCs源头削减、过程控制、末端治理全过程防治措施,促进VOCs总量减排。以环杭州湾等区域为VOCs污染防治重点地区,重点推进石化、化工、工业涂装、包装印刷、合成革、制鞋、化纤、印染、橡胶和塑料制品、仓储等重点行业以及交通、面源等领域VOCs污染减排,以重点企业的深化治理为抓手推进重点工程减排,大幅削减VOCs排放总量。结合环境质空气量季节性变化特征,实施错峰生产。围绕本地环境空气质量改善需求,基于O3和SOA生成潜势分析,强化活性强VOCs物质减排。严格控制VOCs新增排放量,实行VOCs总量控制,落实建设项目VOCs削减替代制度。严格排污许可管理,提高精细化管理水平。加强监测监控,严格环境执法监管。

     

 地方各级政府对不符合产业政策、当地产业布局规划,污染物排放不达标,以及土地、环保、工商、质监等手续不全的“散乱污”企业,依法依规开展专项取缔行动,采取拆除生产设施、断水断电等措施,确保“散乱污”企业整改到位。各设区市于2017年底前基本完成涉VOCs排放“散乱污”企业排查工作,建立管理台账,2018年底前依法依规基本完成取缔工作。实行网格化管理,建立由乡、镇、街道党政主要领导为“网格长”的监管制度,明确网格督查员,落实排查和取缔责任。


  涉及VOCs排放的“散乱污”企业主要为涂料/油墨制造、合成革、橡胶和塑料制品、化纤生产等企业,使用溶剂型涂料、油墨、胶粘剂和其他有机溶剂的印刷、家具、钢结构、人造板、注塑、制鞋等制造加工企业,以及露天喷涂汽车维修作业等。

     

 各地应结合产业发展实际和环境空气质量状况,进一步提高环保、能耗、安全、质量等标准,淘汰一批VOCs排放强度大、环境信访多的落后产能,倒逼产业结构升级。严格按照《产业结构调整指导目录》要求,加快淘汰涉及VOCs排放的落后生产工艺装备和落后产品。加大过剩产能化解力度,充分发挥市场机制的倒逼作用,综合运用差别电价、惩罚性电价、阶梯电价、信贷投放等经济手段推动涉VOCs排放过剩产能主动退出市场。

With the improvement of atmospheric environment quality as the core, we will implement whole-process prevention and control measures for VOCs source reduction, process control and end treatment, and promote the emission reduction of total VOCs. Involves VOCs emissions "messy" enterprise mainly for paint/ink manufacturing, synthetic leather, rubber and plastic products, chemical fiber production enterprises, the use of solvent-based coatings, inks, adhesives and other organic solvent printing, furniture, steel structure, man-made board, plastic injection, footwear and other manufacturing enterprises, as well as outdoor spray repair operations, etc.
Local governments should further improve standards for environmental protection, energy consumption, safety and quality, and eliminate backward production facilities with high intensity of VOCs emission and many environmental petitions in light of industrial development and environmental air quality, thus forcing industrial structure upgrading. Speed up the elimination of backward production process equipment and backward products involving VOCs emission in strict accordance with the requirements of the catalogue of industrial structure adjustment guidance. We will step up efforts to eliminate excess production capacity, give full play to the negative role of market mechanisms, and take the initiative to withdraw excess production capacity related to VOCs from the market by using a combination of economic means such as differential, punitive, tiered and credit pricing.
